Abstract
T
he important disturbance of international community after the end of wars and armed hostilities is the establishing of peace and more severe than that establishing of permanent and stable peace. Passing from a war to a stable peace has always been a difficult and complicated matter. Generally or at least in the half of cases we see the restarting of armed hostilities whether international or internal. Establishing such a peace requires strengthening and By paying attention to the contents of this paper, it becomes clear that the purpose of such an action is the establishing of papers with the application of cheque so that the cheque regulations does not apply to it. It is necessary to examine the nature and the legal effects of these instruments (papers) and to specify that what may be the consequences of their issuing.
