چکیده

تفکیک‌ناپذیری و وابستگی متقابل همة حقوق بشر، مورد تأکید اسناد مهم حقوق بشری است. با وجود این، در نیم قرن گذشته شاهد وجود جریان قوی نظری و عملی برای تفکیک این حقوق بوده‌ایم. حقوق مدنی و سیاسی
از طریق قابلیت دادخواهی یافتن در نظامهای حقوقی داخلی از استواری بیشتری برخوردار گردید، در صورتی که تأمین و تضمین حقوق اقتصادی و اجتماعی با مشکلات حقوقی جدی از جمله فقدان صراحت مفاهیم، حد و حصر قواعد مربوط به آنها و عدم قابلیت دادخواهی این حقوق در محاکم مواجه شد. تحولات دو دهة اخیر حکایت از این واقعیت دارد که آزادی، صلح و امنیت، بدون تأمین نیازهای اولیة انسانی و حرکت به سوی توسعة پایدار انسان‌محور، ممکن نمی‌باشد. بعلاوه تفکیک‌ناپذیری حقوق بشر ایجاب می‌کند که حقوق اقتصادی و اجتماعی دارای تضمینات حقوقی کافی در سطوح بین‌المللی و داخلی گردد. این مقاله به بازشکافی بحث نظری و همچنین تحولات عملی دربارة حقوق اقتصادی و اجتماعی در سطوح ملی و بین‌المللی می‌پردازد.

General assembly, and it has a constant organizational committee to prepare regulations and to regulate its organizational affairs.
     In this article the doctrines of establishing the commission of strengthening the peace, its nature, structure and occupations will be examined.
